There's really no doubt or question here and wasting time going to SFLC is or should be unnecessary. At the time of the announcement not everything was public. This was a result of Phoronix leaking it early and catching us off guard.
Please check the README for path64-suite for everything to clone and see that the licenses on the runtimes are *NOT* GPLv3.
