* Drop Ubuntu-specific upgrade handling from lucid, related to update-motd.
* debian/{postinst.in,preinst,postrm}: remove /etc/update-motd.d/99-footer,
no longer needed with current Debian update-motd.d handling.
* Fix yet another lintian error about non-conffiles in /etc.
