iirc when we did the compiz settings review we enabled this feature because the idea was to allow people to move and resize windows while being able to slightly see through them to be able to see content in other windows while making a move.

didrocks, I think more concerning are the comments that the performance on the free drivers are a regression; I guess we'll see as people try it.
