I have the same issue with firefox without compiz (AiGLX enable + radeon driver). The CPU goes to 80-90% but no slow refresh with the internet pages.
With compiz (freedesktop) from repository or build by me i see slow scrolling of pages with firefox, nautilus, gedit and acrobat.
I think is a driver issue or a xorg problem...
