on my radeon 9700 i also suffer from this problem.
scrolling with metacity causes high cpu usage, but speed is still acceptable. however, in compiz or beryl scrolling is incredible slow and laggy which makes them unsuitable for everyday usage.
some days ago i built the latest mesa from git for edgy and scrolling indeed seemed a little bit faster. but as it caused a lot(!) of graphics errors i don't think that this is reliable "information".
