I can confirm this bug: using compiz from the official repositories and either the radeon open source driver or the fglrx driver (each with direct rendering enabled).
Scrolling in Firefox or gnome-terminal uses up waaay too much CPU, and seems to freeze all graphical output on the system. If you have the System Monitor applet enabled while you scroll, you will see that it freezes until you stop scrolling, and then shows very high cpu usage.
