mozilla-firefox-locale-all needs to be updated; I'll open a bug task for this. Furthermore, shouldn't firefox declare Breaks: on the old locale packages or something? I guess there would be a lot of Breaks entries. Maybe tightening the mozilla-firefox-locale-* dependencies would help.
