Of coarse it's a compat bug.
And it's the other way around. If mozilla will implement this it will probably become part of w3c. Till now there is no real modal dialog in FireFox, and till w3c comes up with a standard can better use the IE solution.

(XMLHttpRequest was long time no w3c standard either)
