This bug was fixed in the package glibc - 2.7-9ubuntu2

glibc (2.7-9ubuntu2) hardy; urgency=low

  * Clear out LDFLAGS when building; glibc isn't happy building with
    -Wl,-Bsymbolic-functions. LP: #201673
