Not sure if it will help anyone else, but for me this is fixed after I edit my /etc/default/grub file so that the GRUB_CMDLINE_LINUX_DEFAULT line looks like the following (and also running update-grub plus rebooting afterward):
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_osi=Linux acpi_backlight=vendor"
My laptop now keeps its brightness settings properly.
