Comment 4 for bug 74232

I'll explain it a bit.
We've got 2 panels under Ubuntu one of which contains main menu button, clock, etc. and the secont one has a list of programs launched. Theay are located at the opposite sides of the screen.
Now, in the properties of the lower bar I select that it should be located at the top. It moves there and is placed below the first bar which is correct from the usability point of view (the shortest way to switch app).
Yet after reboot panels switch places which is wrong.
I believe the latter should be fixed.
