Iñaki Larrañaga is in fact the maintaner of the Basque localization of GNOME that I mentioned before. He doesn't translate in Launchpad, he directly maintains the translation in http://l10n.gnome.org/teams/eu. Afterwards people from Ubuntu take the localization packages and upload them to Launchpad.
I don't know the relationship between Launchpad and GNOME translations, don't know if translations made in Launchpad go upstream to GNOME, but I guess that it's better to make the changes directly in GNOME's L10N project, not in Launchpad.
