The release I am referring to is Edgy.
I found the problem when I first setting up the SCIM-Chinese.
To confirm, I reinstall Ubuntu Edgy and try CTRL-ALT-BACKSPACE with a fresh installation.
After that I install Language Support for Chinese again, and restarted straight after. The problem reoccurs.
Sorry that I have specify SCIM in the title, I've just realize that Language Support does not necessary means SCIM.
I've tried uninstalling the components you've mentioned though, and I restart X after I remove each component. The problem still remain.
