Simply adding the line:
SYSFS{idVendor}=="04a9", SYSFS{idProduct}=="3126", MODE="0660", GROUP="plugdev"
does not solve the problem.

I've added a new file (/etc/udev/rules.d/45-canonpsa530.rules) with the same line and it solve the problem.
