Yes, it was an oversight on our part to introduce what turns out to be a behavioural change; but as long as distros do the right thing it shouldn't be a problem.
It was part of a bigger fix to work round broken Akonadi's. We heavily tested the stable branches, but not every combo of the stable branches.
