It looks like regression as version 3.5.6 does have this problem.
The label-wizard code has not been changed since february 2012.
The newly created label-document looks good (in 3.5 and 3.6), but once saved and reopened, the label layout is broken.
I suspect some change in document-save code causes this, as a document saved by version 3.6 opens with broken layout in 3.5.
Unfortunately, that code is totally unfamiliar to me and I change the status back from assigned (to me) to new.
I am willing to help in any way to solve this problem.
