You can make libreoffice Recommends: -gnome | kde, or just -gtk | -kde if you want a lighter weight default. Depends is definitively too strong, though.
I think it's a good enough compromise. kubuntu-desktop depends on libreoffice-kde, so only the GTK-based derivatives like Xubuntu do not install LibO by default.
