Just some additional information:
I had the same issue on my Latitude D820, when I first tried to install kubuntu (64bit edition), both with dapper and edgy.
I tried the 32 bit version of edgy a few days later and there at least suspend to ram worked out of the box (haven't tried suspend to disk).
Btw: /usr/share/acpi-support/Dell Inc..config seems to miss an entry for the D820.
