I just had a conversation with Colin King on IRC. This bug apparently conflates two issues:

1. The suspend scripts do not restore the cpufreq governor on resume.

2. The cpufreq support on core 1 disappears entirely on resume.

This bug now tracks issue 1, which has to do with HAL.
