I don't get it. A few versions ago, it was working (well, at least in Mint-ubuntu it did - I didn't use Plain ubuntu back then).
You just installed the appropriate power management and utils, and it would work.
Now it doesn't since a couple last versions now... and with Toshiba's marketshare and prevalence, I really don't understand how you guys don't test this before letting a package come out of beta.
