Btw. my last comment means, that skipping the asic_down in the shutdown and suspend procedure could be considered as a FINAL SOLUTION ....
And as it is sometimes hard to convince the kernel guys to apply any of the suggested solutions, we need somebody to pray for this change :D

P.S. : As the asic down is called in order to "ifdown" the interface (and that won't change), the usage of variables like NETDOWN=yes or skipping the ifdown scripts and setting the halt arguments in halt initscript without the "-i" parameter is still needed ... but that could be considered as a configuration change, not a kernel bug ...
