Reset the chipset before going down

Jaromir,

  I am not sure why it makes a difference for Wol to
reset the chipset before going down but it should be
a safe thing to do anyway.

Can you check the attachment against plain 2.6.30-rc
and add a signed-off-by if it is ok with you ?

The patch is almost identical to yours: rtl8169_hw_reset()
will force a commit of the register write.
