I don't know if it's of any help, but on jaunty with wicd installed instead of NetworkManager, WOL still does not work.
HOWEVER, booting and then halting on hardy kernel (2.6.27-11) with no other change at all allows my computer to wake up.
So I guess it's a kernel (driver ?) problem.
