Actually, upgrading my kernel to 4.13 fixed the issue for me.

root@myserver:~$ uname -r
4.13.0-32-generic
root@myserver:~$ rbd ls
testimage
root@myserver:~$ rbd map testimage
/dev/rbd0
root@myserver:~$
