For me the "force" options doesn't work - it doesn't change anything.

I think the bug is related somehow with xserver, because when I didn't start the xserver, then the "reboot" and "shutdown" have worked correctly.

My boot options:
boot/vmlinuz-2.6.15-18-amd64-generic root=/dev/hda11 ro console
=tty0 noapic noapci acpi=force quiet splash
