The file that ltp-kernel-test is trying to overwrite `/usr/lib/debian-test/tests/linux/runtest/syscalls', which is also in package ltp-commands-test is exactly the same file. So it isn't any problem to execute this command.

was, that i couldn't find the file the patch affects to... i cant find the file: "ltp-20080229/debian/ltp-commands-test.install"

sudo dpkg --force-all /var/cache/ apt/archives/ ltp-kernel- test_20060918- 2ubuntu3_ i386.deb
