I'm running mountall 2.36 on Ubuntu 12.04, and the problem still exists.

contents of /etc/fstab:
haproxy1:6789:/ /mnt/ceph ceph noatime 0 2

Reboot does not mount filesystem, but issuing 'mount -a' does.
