I think it is not mutter or gnome-shell issue but ibus-mozc issue.
ibus-mozc should work under wayland session.
Latest Mozc renderer was completely re-written. https://github.com/google/mozc/commit/3b3068e924e17f8820a35899f105f2ef838d0535
