Okay, I've now been able to reproduce the problem in a Focal LXD container.
Steps to reproduce: 1) Have netplan 0.101 installed 2) Upgrade ONLY libnetplan0 to 0.102 3) remove 4) Execute '/usr/lib/systemd/system-generators/netplan /run/systemd/generator /run/systemd/generator.early /run/systemd/generator.late'
