For Gajim IM users on Oneiric: You can change line #579 in /usr/share/gajim/src/notify.py to

hints['urgency'] = dbus.Byte(2) # High urgency due to Ubuntu bug

Then, notifications are always displayed. I do this change for three Ubuntu versions now manually after each upgrade. :-(
