The same issue on two freshly installed Ubuntu 22.04 machines (whether the reader is connected to a machine is not relevant here).
These two commands fixed the problem (pcscd automatically starts now):
$ sudo systemctl enable pcscd
$ sudo systemctl enable pcscd.socket
