Manual patch of /usr/lib/python2.7/dist-packages/softwareproperties/ppa.py mentionned by Guy Kloss in comment #24 worked for me on precise:

    curl.setopt(pycurl.SSLVERSION, pycurl.SSLVERSION_SSLv3)
