Hi Sachit, thank you for checking this. Could you please retry? I am seeing the tooltip correctly in 5.2.3 in -proposed.

Please note that the tooltip only appears when hovering over the title itself, and in Ubuntu, the tooltip only displays for a short time and is then hidden. So, you may have to re-hover to see it again.

I've attached a screenshot showing it working on my system.
