This is a bug yet once again in the latest version of 16.04.1, that was installed fresh back in November.

sudo rm /etc/apt/apt.conf.d/20auto-upgrades

does NOT work. I have to edit 10periodic and set everything to 0, but once you set security updates to download and install automatically, it once again goes dim on next launch of Software and Updates.
