Yes, this bugs exists and still around. In BuildID 2002111716 (trunk) compiled
and running on Red Hat Linux 7.3, "Edit draft" (and "Edit as new" probably as
well) will break paragraphs into separate lines.

P.S. The quotations problem (mentioned in comment #1) was fixed in bug 110949.
