Yes, it will be XP, though the current patch does not do that.

Yes, this is not possible in userChrome because I change quite a bit of the XUL layout as well. (Mostly properties, but still). The patch currently is only affecting OS X, but other platforms will be added in future versions. When I'm closer to finishing, I will put up Try Builds for people to try. :)
