These are supplied to the Panda over USB for booting purposes. So regardless of the architecture of the host, it only makes sense for these files to be ARM binaries. u-boot-linaro-omap4-panda-splusb is built for armhf and armel only as these are the only architectures with a native ARM compiler.

Yes - this seems to work for me, and debdiff attached in #1.
u-boot- linaro- omap4-panda- splusb just provides:
