u-boot-linaro-omap4-panda-splusb just provides:

/usr/lib/u-boot/omap4_panda_splusb
/usr/lib/u-boot/omap4_panda_splusb/u-boot.bin
/usr/lib/u-boot/omap4_panda_splusb/MLO
/usr/lib/u-boot/omap4_panda_splusb/u-boot-spl.bin
/usr/lib/u-boot/omap4_panda_splusb/u-boot.img

These are supplied to the Panda over USB for booting purposes. So regardless of the architecture of the host, it only makes sense for these files to be ARM binaries. u-boot-linaro-omap4-panda-splusb is built for armhf and armel only as these are the only architectures with a native ARM compiler.

Yes - this seems to work for me, and debdiff attached in #1.
