This version of aptdaemon was never in the official Ubuntu archive, and
in fact the url you've provided is a PPA.

This version of aptdaemon is still going through the phased-updates
process is only being presented to 20% of users who use update-manager
to update their packages. If you use apt-get install aptdaemon and have
-proposed enabled you'd get the new version of aptdaemon.

The version of aptdaemon you have installed,
1.1.1+bzr982-0ubuntu16.16.10.1~yakkety1.0, from some other repository is
in fact greater than the one in the official Ubuntu archive for yakkety.
You'll actually want to "downgrade" to the version of aptdaemon from the
archive.
