I can confirm this. The images also aren't scaled properly, and are aligned to the top left corner of the screen. There's no progress bar, and neither any startup or shutdown messages, even if "quiet" is removed from grub.

In case of Kubuntu, the usplash image looks like that used in Dapper.

Usplash in 32 bit environments works just fine, but the 64 bit version seems severely bugged.
