Comment 10 for bug 1973275

To be honest I don't think for jammy the bump from 12 to 13 has any effect, the ext-pack is just a downloader tool, nothing used in debhelper itself (except for basic calls that are mostly all overridden). But in any case it doesn't harm to lower again to 12 for focal and impish, so I reuploaded.
