I have the same issue...

 Kubuntu 9.10 64 bit
 XServer 1.7.6
 Ati 4870 with proprietary drivers from ATI 10.5
 Kernel 2.6.32-22-generic

 Running on a i7 920 intel system.

 In my case a cold start hangs always at the Kubuntu blue screen with the white dots. Nothing "moves"
 CTRL-ALT-DEL reboot's the system and it starts ok.
