    - d/rules: fix PHP_EXTRA_VERSION setting. (LP #1989196)
    - Test PHP_EXTRA_VERSION setting with autopkgtest.
    - d/rules: Disable garbage collection routine in ini files.
      (LP #1772915, Closes: #831752)
