Now I've upgraded to last version of Unity and this bug is not 100% fixed for me.
I mean, now title bar is ok, but i can click through the content of window. Now the window focus remains on the desktop but can not see. (look video)

If you try to drag the mouse to select icons on the desktop in the area of the window, you can not.
