In my view you could boil down the problem to there being two different possible goals when the user activates the switcher:
1) Locating a currently running application
2) Changing window focus
The new switcher improves on (1) but to the detriment of (2).
Something like the Compiz Application Switcher plugin, which highlights the window itself as you tab (and is restricted to the current workspace only), is optimum for (2). I think it should be enabled by default with a new keybinding, like ctrl-alt-tab.
