I suspect that part of the problem is that Alt-Tab is a well known key combination from other operating systems, so it is the one new users are most likely to discover first, before Ctrl-Alt-Tab.
From that perspective it makes sense to present the users with all applications with Alt-Tab, as this avoids them "losing" windows due to them being on other workspaces.
