Packages for Ubuntu 22.04 LTS.

Basic rules while creating these packages:

- Always the latest upstream version.
- As 'vanilla' (close to upstream) as possible.
- Debhelper with compat level 13 (the latest compat version).
- Default Ubuntu compile and linking flags.
- Keep packages as clean as possible (removal of unneeded files).
- Extensively documented and optimized config files.
