[Pure Storage] Add volume group support for Cinder

Add support in the Pure Storage FlashArray Cinder driver for FlashArray volume groups. This will allow multiple volumes to be managed under a single QoS setting. The volume group and associated QoS will be controlled by a volume type and vendor-specific extra-specs.
