    - debian/rules: adapt LLVM_PROFILER_RT_LIB path

    is now redundant due to upstream merging changes for LLVM_PROFILER_RT_LIB
  * Build with LLVM 17.0.6 backport (ppa:savoury1/llvm-defaults-17)
  * Revert "Re-enable the tests within the Debian-specified limits"
  * Revert "Update to debhelper 13" (drop d/libstd-*.install, restore
    d/rust*.in, revert all d/{rules,update-version.sh} compat 13 changes)
  * debian/rules: Drop check-no-old-llvm target (not needed for this build)
    - Comment out vendored source tracking (as per previous rustc backports)
  * debian/control: Set debhelper-compat (= 12) BD
