Add pep8 and pyflakes pre-commit hooks

You need to configure them manuall like this for now:

$ bzr config pep8-directories=stoq,stoqlib
$ bzr config pyflakes-directories=stoq,stoqlib

Requires Stoq rev 6080 or later

Make it possible to mark what bugs the revision fixes on async's bugzilla.
To do that, when committing, append '--fixes async:1234' where 1234 is the bug number.
