laptop Asus x50sl with graphic card AMD rv620 / Mobility Radeon HD3450. Distro: Linux Mint 19.2 Tina base: Ubuntu 18.04 bionic. This happen trying any distro. I tried Ubuntu, Manjaro, Debian, Deepin, MX and so on. I'm stuck with Kernel 4.15.0-54 and 5.0.0-20 (and the contemporary 5.3 kernel). I cannot upgrade to newer kernels.

Booting with "radeon.dpm=0" also solves this gnome-terminal scroll problem for me. I just realized that another performance issue I had is actually caused by this bug. This occurs with kernel 3.10.0-229.1.2.el7.centos.plus (and probably all kernels).

My machine uses the free radeon driver provided by xserver-xorg-video-radeon as the proprietary fglrx causes it to break irreversibly (cannot even get into a terminal anymore upon startup). 2D acceleration works flawlessly in GNOME and in unity, the rendering of shadows, the launcher tooltips etc. works as expected.

My graphics card is a ATI Technologies Inc Radeon RV250 [Mobility FireGL 9000] [1002:4c66] (rev 01). The workaround doesn't work for me – changing /etc/default/grub has no effect. I have the same problem on Natty.

This problem can be solved by installing the ATI driver with Envy. 3D acceleration will work but it won't set the best resolution for the screen.

As of today if I plug in an external monitor into my Dell mini 9, the monitor display settings no longer shows all supported resolutions of the external monitor. It shows only 800x600 and 1024x768. My external display support up to 1280x1024.

On my system with a Mobility Radeon HD 3400, I installled flgrx-update 2:9.000-0ubuntu0.1 and flgrx-amdcccle-updates 2:9.000-0ubuntu0.1 from the proposed repository via synaptic (removed of course flgrx-amdcccle and flgrx 2:8.960-0ubuntu1.1)
